Commissioner Robert Lominack
Chairman

Robert Lominack grew up in Greenville before heading out of state for college and law school. He returned to South Carolina in 2000 when he moved to Columbia. Commissioner Lominack represents Election District 3. His term expires in 2026.
As a lawyer, he represented men on death row in South Carolina and elsewhere. This work taught him a great deal about the effects of poverty and trauma on children. In his clients’ stories, he also recognized the missed opportunities to help them when they were young.
After a decade of practicing law, he became a teacher in Richland One. He spent years teaching at Hand Middle School and Dreher High School. During this time, he also co-founded a non-profit that provided long-term intensive support to students and their families and advocated for public education. He is currently a lawyer with the Richland County Public Defender's Office.
Commissioner Lominack lives with his wife, Jen Davis, and has two sons, Ryan and Will, who are both graduates of Dreher High School.

Commissioner Barbara F. Weston
Vice Chairwoman

Barbara Flemming Weston is a lifelong resident of Eastover, South Carolina. She holds an at-large seat on the Board of School Commissioners. Her term expires in 2026.
Commissioner Weston is a retired educator who has taught English, speech and drama in public schools for 30-plus years. She attended Crossroads Elementary School, Eastover Elementary School and Lower Richland High School in Richland One before graduating from South Carolina State University. She did her post-graduate studies at the University of South Carolina, College of Charleston and Cambridge College. She has a master’s in education (plus 30 graduate semester hours) and holds multiple teaching, administration and superintendent certifications.
She is involved in various community organizations. She is president of the Tri-County Electric Cooperative Board, a member of the Central Electric Board and past chairperson of the South Carolina Adoption 5-D Review Board. She also serves on other boards, including the South Carolina Student Loan Board. She formerly served on the South Carolina Education Management Board, The South Carolina Review Committee of Colleges and Schools, the College of Charleston School of Education Advisory Board, the Families of Highway Fatalities (FHF) Board and the South Carolina Board of Education, representing the Fifth Judicial Circuit of Kershaw and Richland counties.
Commissioner Weston was a Teacher Recruiter Specialist at the South Carolina Center for Teacher Recruitment (now CERRA) and a School Improvement Specialist trainer for the South Carolina School Improvement Council (SC-SIC). A proud Zeta Phi Beta Sorority, Incorporated member, Mrs. Weston is married to Samuel Weston. They are parents of two sons, and they have two granddaughters and many bonus grandchildren. They are members of Goodwill Baptist Church of Eastover in Lower Richland County.

Commissioner Dr. Ericka R. Hursey
Secretary-Treasurer

Dr. Ericka R. Hursey has been an educator for over 28 years and enjoys working with at-risk youth and developing leaders. Dr. Hursey earned a Bachelor of Science degree from South Carolina State University, a Master of Education degree from Cambridge College in Massachusetts, a Master of Education degree and Educational Specialist degree from the University of South Carolina, and a Doctorate in Educational Leadership from Seton Hall University in New Jersey.
Her professional career includes being a teacher, assistant principal, Adult Education director and principal. Her experience includes working with students from all socioeconomic backgrounds to include Title I schools. She has been successful in school turnaround. Dr. Hursey has retired from K-12 education.
She is married to Karl M. Hursey, and they have two sons, Christian and Karson.

Commissioner Dr. Richard E. Moore
Parliamentarian

Dr. Richard E. Moore has been with Richland One since first grade. He graduated from C.A. Johnson High School in 1973. Dr. Moore has a Bachelor of Arts degree in elementary education, a master’s degree in educational administration and a Doctor of Philosophy degree in early childhood education, all from the University of South Carolina. Since his retirement in 2016, he has stayed busy working with Richland One’s Hearing Office, student teachers at the University of South Carolina, serving on the Board of Koinonia of Columbia and working with their summer and afterschool programs.
Dr. Moore is married to the former Carolyn Beasley, an Eau Claire graduate with a B.S. degree in nursing from University of South Carolina. They have four sons, three “daughters-in-love” and eight beautiful grandchildren, all of whom have attended or are attending Richland One schools. He is a member of Eau Claire Baptist Church where he works with children, youth and young adults and serves as a deacon and as church clerk.
Dr. Moore loves doing things with his family, singing and reading. He also enjoys writing, going to the movies and working in his yard.

Commissioner Dr. Aaron Bishop

Dr. Aaron Bishop, a native of Columbia, South Carolina, is an entrepreneur, author, faith leader, speaker and philanthropist. With over 20 years of professional experience in organizational leadership, partnership development and project management, Dr. Bishop volunteers his time in various capacities throughout the community.
Having matriculated through Richland One, Dr. Bishop is a 1993 graduate of W.J. Keenan High School. He holds a Bachelor of Arts degree in history from Savannah State University, a master’s in business administration from Webster University and a Ph.D. in organizational leadership from Columbia International University.
Dr. Bishop represents Election District 1, an area west of Broad River Road up to Harbison and extending to the Fairfield County line that includes St. Andrews, Eau Claire, Greenview, Meadowlake, Lincolnshire, Summerhill, Monticello and Fairlawn. His term expires in 2026.
Commissioner Bishop is married to Dr. Jennifer Bishop, and they are the parents of one son, Peyton.

Commissioner Angela Clyburn

Angela Clyburn is employed at the South Carolina Democratic Party as the political director. She was born, raised and still lives in the Greenview area of Columbia, South Carolina. She graduated Cum Laude from Benedict College in 1998 with a Bachelor of Arts degree in elementary education. She is a product of Richland One and is a proud parent of two children, Layla Joann and Carter James, who now attend a school within the district.
Commissioner Clyburn has 31 years of work experience in retail, customer service and constituent services for national retail businesses and local state agencies, including the Department of Social Services, Department of Health and Human Services, and Blue Cross and Blue Shield of SC. During this time, she also has served on several boards, including Fast Forward that assists the homeless veteran population and The Renaissance Foundation to provide cultural diversity education of elementary, middle and high school students. Through her years of public service within her community, Angela has performed work as a volunteer for mentoring programs for Richland One students and college scholarship recipients.
She holds an at-large seat on the Board of School Commissioners and was elected to her first term in the November 3, 2020 General Election and her second term in the November 5, 2024 General Election. Her term expires in 2028.

Commissioner Jamie L. Devine

Jamie L. Devine is president and CEO of Community Assistance Provider, Inc. He attended Benedict College where he received a Bachelor of Arts degree in English.
Commissioner Devine represents Election District 2. His term expires in 2028.
He is married to Senator Tameika Isaac Devine, and they reside in downtown Columbia. They have three children – Tamia, Jade and Jameson.
