Meet the Team: Dr. Concetta Manker
Dr. Concetta Manker is an accomplished executive leader with extensive experience in organizational transformation, technology and innovation, strategic planning, fiscal stewardship, and public-sector administration. Throughout her career, she has led complex organizations and multidisciplinary teams while aligning people, processes, technology, and resources with strategic priorities.
Dr. Manker has served in senior executive leadership roles, including City Manager and Chief Information Officer for a city municipality in Virginia. As City Manager, she provided enterprise-level leadership across municipal operations, advancing organizational effectiveness, fiscal accountability, community engagement, and service delivery. Her leadership approach emphasizes collaboration, transparency, accountability, and the development of sustainable strategies that strengthen organizational performance.
Previously, as Chief Information Officer, Dr. Manker led technology modernization and digital transformation initiatives designed to improve infrastructure, cybersecurity, business continuity, connectivity, and operational efficiency. She established technology governance practices that strengthened alignment between technology investments and organizational objectives while promoting secure, reliable, and responsive technology services.
Dr. Manker also brings significant academic and higher education experience. She has delivered graduate-level instruction in cybersecurity, enterprise information technology, and systems architecture at institutions including the University of Washington, and the University of Maryland Global Campus. Her academic experience complements her executive leadership by connecting emerging technologies, research, workforce development, and practical organizational strategy.
Dr. Manker holds a Doctor of Philosophy in Management Information Systems from Walden University, a Master of Science in Information Technology from American InterContinental University, and a Bachelor of Business Administration in Computer Information Systems from Savannah State University. She is also a Certified Government Chief Information Officer through Rutgers University.

She is committed to building high-performing teams, strengthening organizational governance, advancing innovation, and ensuring that technology and operational strategies directly support institutional goals and the community organizations serve.
Dr. Manker is married to Louis Manker. The Manker’s are proud parents of 2 children, Landon Manker and Zipporah Manker. She enjoys cooking, reading, and traveling. Dr. Manker is excited to join Richland County School District One and looks forward tocontributing her leadership, experience, and commitment to supporting the district’s mission and advancing opportunities for students, staff, and the broader community.
