South Carolina Seal of Biliteracy
Purpose:
The South Carolina Seal of Biliteracy recognizes high school students in their junior and senior years who demonstrate proficiency in English and at least one other language before graduation. This program supports South Carolina’s commitment to preparing students for an increasingly global economy, with skills that benefit college and career readiness.

Eligibility and Requirements:
The Seal of Biliteracy is available in three tiers—Bronze, Silver, and Gold—based on the proficiency level in both English and a second language. To qualify, students must meet the following:

Proficiency in a Language Other Than English:

Achieved through the Avant STAMP assessment. Students can be tested in Arabic, French, German, Hebrew, Hindi, Italian, Japanese, Korean, Latin, Mandarin, Polish, Portuguese, Russian and Spanish.

Proficiency in English:

Demonstrated through a 3.0 or higher GPA in English Language Arts or, for multilingual learners, a minimum composite score of 4.0 on the ACCESS 2.0 English proficiency test.
There is no World Language course requirement. Any student with language skills is eligible to test for the Seal of Biliteracy.
Award Tiers:

Bronze: Intermediate Mid level (5 on STAMP) in another language and a qualifying score in English

Silver: Intermediate High level (6 on STAMP) in another language and a qualifying score in English

Gold: Advanced Low level (7+ on STAMP) in another language and a qualifying score in English
Process and Recognition:
Students should be recruited during the Fall IGP process. There is an application they must fill out. In the spring, they must take the STAMP to demonstrate their other language proficiency. Students who earn the seal receive a medal, certificate, a stuffed seal, and recognition at graduation/awards days, as well as district/school socials.
