Background Information
Reading and comprehension are the foundations  for all academic learning. If you visit any kindergarten, first, second, or third grade classroom, you will find students engaged in learning how to read. You will see talking about letters and sounds, listening to and engaging in interactive read alouds, or reading together. Reading is at the core of the school day for children because students need a strong reading foundation and skills in order to learn in all other subject areas such as science, social studies, writing, and math.
 

Helping Every Student Succeed in Reading: What You Need to Know About Act 114

The Read to Succeed Act, originally passed in 2014 and updated in 2024, is designed to ensure all students develop strong reading skills that prepare them for college, careers, or the military.

A key part of this law—Act 114—requires that third-grade students who are significantly behind in reading at the end of the year must be retained. This means that if a student scores Does Not Meet Expectations on the SC Ready reading assessment, they may not be promoted to fourth grade. This requirement is designed to give students who are struggling with reading the extra support they need to succeed.

To help students get back on track, Act 114 requires schools to provide intensive reading support, including at least 90 minutes of daily reading instruction. These interventions are grounded in the science of reading and tailored to meet each child’s unique needs.
