South Carolina Code §59‑1‑490 requires every school district to:

  • Implement minimum cybersecurity safeguards
  • Protect student data and instructional continuity
  • Address cybersecurity as an operational and governance responsibility

 The SAFE K‑12 Framework is South Carolina’s statewide cybersecurity assurance framework designed to help public school districts implement foundational cybersecurity protections in a consistent, affordable, and scalable way. It is led by the South Carolina Department of Education (SCDE) and is built on the CIS Critical Security Controls (v8), Implementation Group 1 (IG1), which represent the minimum essential safeguards every district should have in place. The framework provides standards, guidance, assessments, and shared services to support districts in meeting state cybersecurity requirements while retaining local control. SAFE K-12 Framework

The 2025–2026 Bill H.3431, the South Carolina Social Media Regulation Act (Age‑Appropriate Design Code), requires online services likely accessed by minors to be designed with built‑in safety, privacy, and security protections by default—shifting legal responsibility to vendors to eliminate harmful design practices, minimize data collection, and undergo audits, with enforcement that can include significant penalties and personal liability.
