    OUT OF DISTRICT RELEASE

    Parents who reside in Richland One can request that their student(s) be released to attend another school district where they are employed or where their student(s) owns property. 


     SIBLING TRANSFER

    Sibling Transfers are not supported by current school board policy and will be treated as an exception.  This request should only be completed for a student who has a sibling approved to attend a school by a transfer allowed by school board policy, such as, Programmatic, Administrative/Severe Hardship, Childcare, High School Senior, placement by the Special Education Department, a preK placement, etc. 


     REMAINDER OF THE YEAR TRANSFER REQUEST

    If a student’s address changes during the school year, the student will be given the option of remaining at the school he/she is attending for the remainder of that school year. However, the student must enroll in his/her zoned school at the beginning of the next year.  


     ADMINISTRATIVE (SEVERE HARDSHIP)

    Transfer may be approved for unusual circumstance and conditions. Documentation will be used to prove a clear condition of danger or hazard for the student, family or both must be provided. Severe Hardship requests should be supported by statements from medical doctors, psychiatrists, psychologists, social workers, and/or school administrators who have knowledge of the concern. In additon, reports from resource/police officers or other professionals may also be included in the request(s). 


     CHILDCARE TRANSFER

    Childcare transfers will only be considered for students in kindergarten through 8th grade. The documentation should show that all adult family members of the student's household who are legally responsible for the student are engaged in full-time employment, are full-time students, or are disabled and incapable of caring for children. Such circumstances must make them unavailable to care for the students immediately before and/or after school hours.

     EMPLOYEE OPTION

    Full-time Richland One employees who desire to have their child attend the school where they work or the nearest grade-level appropriate school, may request a transfer. If the employee lives outside of Richland One, they must obtain a letter of release from their residential district. 


    OUT OF DISTRICT RELEASE

    Parents who reside in Richland One can request that their student(s) be released to attend another school district where they are employed or where their student(s) owns property. 


    OUT OF DISTRICT ACCEPTANCE


    According to Section 59-63-30 of the S.C. Code of Laws, children within the ages prescribed by Section 59-63-20 shall be entitled to attend the public schools of any school district, without charge, if the child owns real estate in the district having an assessed value of three hundred dollars or more.

    The student must attend the school zoned to his/her property. 


    PROGRAMMATIC TRANSFER

    A transfer may be permitted for high school programs of study and unique offerings that are not offered in the zoned school.

    * Student’s full-sized birth certificate

    * Proof of Residence (must provide both)

    * Lease or proof of mortgage

    * Utility bill

    Þ Residents who share housing must follow the Shared Housing Affidavit requirements.

    * If applicable, Special Education classification, Individualized Education Plan, and/or 504 Plan

    * Transcript must be provided for students who are attending a school outside of a Richland One school at the time of application.

    Þ You may also be required to submit all grades, discipline, and attendance.

     

    CHILDCARE

    * Completed application

    Childcare affidavit 

    * Valid, state issued photo ID

    * Student’s full-sized birth certificate

    * Proof of Residence (must provide both)

    * Lease or proof of mortgage

    * Utility bill

    Þ Residents who share housing must follow the Shared Housing Affidavit requirements.

    * Letter on letterhead verifying M-F work schedule from the employer of all of the adults who are    responsible for the student(s) on the application.

    Þ If the transfer request is due to a disability, medical verification must be provided.

     

  • (ADMINISTRATIVE) SEVERE HARDSHIP

    * Completed application (provided)

    * Valid, state issued photo ID

    * Student’s full-sized birth certificate

    * Proof of Residence (must provide both)

    * Lease or proof of mortgage

    * Utility bill

    Þ Residents who share housing must follow the Shared Housing Affidavit requirements.

    * If applicable, Special Education classification, Individualized Education Plan, and/or 504 Plan

    * Letter from the parent/legal guardian explaining the hardship in complete detail

    * Written recommendation from a licensed professional.  Must support the complaint of the hardship     situation.

    Þ If applicable, supporting documents, such as, photos and/or police or medical reports.

     

    EMPLOYEE OPTION

    * Completed application (provided)

    * Valid, state issued photo ID

    * Student’s full-sized birth certificate

    * Proof of Residence (must provide both)

    * Lease or proof of mortgage

    * Utility bill

    * Proof of Employment (must be provided annually)

    * Latest check stub

    * Employment contract

    Þ If the residence is out of district, a letter of release from the residential district must be provided on an annual basis.
