The Richland District One Goals and Annual Objectives Plan
The mission of Richland School District One, a richly diverse community of learners united by a shared commitment, is to prepare all students to excel to the highest level and equip them to be responsible and contributing citizens, through meaningful, innovative academic engagement led by dedicated, highly qualified staff, supported by necessary resources, and enhanced by family and community partnerships.
Vision: Building a Premier Small Urban School District by 2010 -

Goal 1: To ensure that each school provides continued growth in academic achievement for ALL subgroups of students
Objectives 1: (Objectives are subject to revision)
a. Provides a high-quality program of leadership development
i. Ensures a program of pre-, initial and ongoing
leadership development
ii. Ensures that the learning modules address the needs of administrators and the district
b. Provides a high-quality program of teacher professional development
i.Ensures that professional development is district-wide and addresses the needs identified by principals, teachers and the central office staff
ii. Provides time for all teachers to receive professional development
c. Ensures a fair and objective administrator selection process
i. Provides for a Qualified Selection Pool (QSP)
ii. Ensures a fair and objective screening process
d. Provides for greater consistency of best practices among schools, particularly within the elementary and secondary levels, that include being standards-based and data-driven
i. Provides for annual evaluation of programs against results; avoids duplication of effort
ii. Provides for a study of Richland One high schools with the intent to improve rigor, relevance and relationships
iii. Ensures the district organization promotes consistency among elementary and secondary schools
e. Provides greater alignment of expectations (goals and objectives) from the Board, through the Superintendent, Cabinet and schools
i. Ensures that Board/District goals are reflected in School Renewal Plans
ii. Ensures management systems are in place that result in good decision-making processes and controls at the district and school levels
iii. Ensures that funds are available to schools and classrooms to support the district’s Goals and Annual Objectives Plan
f. Provides for annual principal evaluations centering on results
i. Provides a district accountability system that holds schools responsible for results and aligns with federal and state accountability systems
g. Provides achievement goals in the core areas
i. All students reading at grade level by the third grade
ii. All students enrolled in algebra by the eighth grade
h. All students are enrolled in classes that prepare them for post-secondary education and/or the workplace
i. Disparity based on race, ethnicity and socioeconomic status will be no greater than 10 percentage points on all academic measures.
j. Provides high-quality support and service to schools
i. Ensures that the deputy superintendent and principals’ direct supervisors provide principals and teachers with the tools, knowledge, support and direction necessary to meet the published achievement goals
ii. Provides ongoing staff development for support staff
iii. Provides for a budgeting process that moves away from an incremental budget approach to an approach that emphasizes resource allocation linked to an accountability system and the support of district goals and objectives
iv. Ensures that business practices are efficient, effective and meet high ethical standards
k. Identify new revenue sources
i. Ensures that school enrollment vs. capacity is cost-effective
ii. Decisions on revenue allocation are based on the extent the issue under consideration supports our center line: Increasing achievement of all student subgroups and closing the achievement gaps
Goal 2: To ensure that each school provides a safe, secure and respectful teaching and learning environment
Objectives 2:
a. Provides a current emergency preparedness plan
b. Ensures the learning environment is healthy, up to code and attractive
c. Establishes routines and procedures that promote disciplined learning environments
i. Provides a student "dress for success" dress code
d. Ensures that all students have access to a guaranteed level of school programs, activities, support and guidance services
e. Provides alternative education settings for students with chronic behavior problems
f. Provides for a system of recognition and rewards for students and staff
Goal 3: To ensure that parent and community satisfaction with each school, and the district as a whole shows continuous improvement
Objectives 3:
a. Ensures that schools and the district encourage parent and community involvement
b. Provides for customer satisfaction at school and the district offices
c. Completes the $381 million bond construction program as it was described to the public
Goal 4: To ensure the implementation of the Richland One Strategic Plan by 2010
Objectives 4:
a. Provides strategic plan facilitator and team members
b. Provides strategic planning members with training
c. Ensures that planning teams establish action plans and timelines
d. Provides for an action plan review process
