School Assignments/Transfers

To find out which school you are zoned to or for more information on registration, call the District Student Registrar, 231-6944.

Students are assigned to schools based upon where their parents or guardians live. If you are divorced or legally separated, your child will be assigned to a school based upon where the parent who has custody lives. If you do not know which school serves your address, call the District Student Registrar, 231-6944.

If a student’s permanent, home address changes after the first marking period, the student will be given the option of remaining at the school s/he is attending for the remainder of that school year. Such requests must be made through the registrar's office. However, the student must enroll in his/her zoned school at the beginning of the next school year.

In certain cases, students may be assigned, or transferred, to another school. The school board recognizes only five grounds for granting a transfer: programmatic; employee option; severe hardship; majority/minority; and child care. (Policy JFABC)

Approval of transfers will be based upon the individual situation. No transfers will be granted on preference or convenience alone, and transfers will be approved only when space is available.

Programmatic: Transfers for course or course continuation, or to special programs offered in the district but not at the zoned school, may be granted, provided certain criteria are met. All students transferred into special curriculum programs or courses must continue to meet the program or course guidelines and eligibility.

Employee option: Children of district employees who wish to transfer must attend either the school in which the parent works, or if that school is not the appropriate grade level, the school which is on or nearest the most direct line of travel between the employee’s primary work site and his/her home.

Severe hardship: These transfers may be granted in cases of a documented severe hardship or of students who are having severe discipline problems. School preference or convenience is not considered a severe hardship.

Majority/minority: Transfers may be approved when such requests will move students from schools where their race is in the numerical majority to schools where their race is the numerical minority.

Child care: A student in grades K-5 who is kept before and/or after school by a relative, nursery, day care center or others in another attendance zone may be assigned to the school in that zone. All adult family members of the student’s household who are legally responsible for the student must be employed full time, at hours that makes them unavailable to care for the student immediately before and/or after school. A sworn affidavit and proof of employment and child care are required.

Transfers from Other Districts

If your child is transferring into this school system from another system, you will need proof of residence in Richland District One, the child’s latest report card and the check-out card from the former school. Transfer students who have been receiving special education services should contact the Special Education Office, 231-6790.

Students whose parents or guardians live outside Richland One must pay tuition equal to the amount provided for each student by local taxes. Call the District Student Registrar, 231-6944, for details about this.

Athletic Eligibility

All transfers made without an actual change of address by parents interrupt a student’s athletic eligibility in grades 7-12 for 365 days, effective on the date the change was made, under the rules of the S.C. High School League.
